Since 1988, in collaboration with partners in developing countries, EngenderHealth has
been developing and refining COPE®, a staff-driven process to improve access to and quality
of services. COPE, which stands for “client-oriented, provider-efficient” services, was originally
developed for family planning services. It has been adopted in an ever-increasing number
of countries, organizations, and health care facilities and has, over time, been adapted
for use with other health care services. This version of the COPE toolbook has been adapted
to help providers consider the needs of clients for PMTCT services.
